Fixed numerous long-standing bugs in the IFFImageReader and IFFImageWriter.

- Fixed EOF bug for RLE compressed BODY chunks with padding
 - Fixed alignment bug for rows (now 16 bit aligned/padded).
 - Added a couple of TODOs for more known bugs...
 - Some general clean-up.
